AN ACT To provide for enhanced hazard pay for frontline state employees and increased supplemental hazardous duty pay; to provide for a state agency to coordinate the management and implementation of emergency management plans; to provide for the appointment of a Governor who shall: (a) report to the Legislature before a declaration of a state of emergency is invoked; (b) perform the duties specified in this act before an ordinance is adopted; (c) designate the Governor, a specified deputy governor, an emergency management director, or an official designated by the governor as the emergency management director; and (d) designate an executive director of the Emergency Management and Homeland Security Administration to administer and coordinate the state's response to an emergency or natural disaster. SUMMARY: This act provides for enhanced hazardous duty pay for frontline state employees. This additional pay will be used as an alternative to state employees' regular state pay, so that state employees may be paid for specific duties when the state is not conducting regular operations. State employees engaged in the specific duties must complete the specified work in such time and under such conditions as designated by the Governor. This act also provides for the implementation of a new executive director for the Emergency Management and Homeland Security Administration for state government on October 1, 2016. JURISDICTION; ENACTMENT; APPLICABILITY: This bill does not affect any existing duty, power, or right.
